Milestones

  • Prepare Evidence Report

    During this stage the Park Authority will gather evidence and carry out stakeholder engagement to inform the content of the first draft of the Local Development Plan, known as the Proposed Plan. The product of this stage will be an Evidence Report which summarises the evidence and stakeholder views gathered during this period.
  • Gate check

    April 2024

    August 2024

    During this stage a person appointed by Scottish Ministers will independently examine the Evidence Report to determine if it has sufficient information to prepare a Local Development Plan.
  • Prepare Proposed Plan

    January 2026

    During this period the Park Authority will prepare the first draft of the Local Development Plan, known as a Proposed Plan. The Proposed Plan will identify where new development should take place and where it should not and set out local place-based policies for determining planning applications. The stage will include a general Call for Ideas to inform the preparation of the Proposed Plan as well as direct engagement with key groups, including children and young people.
  • Proposed Plan consultation

    March 2026

    At this stage the public will be asked to give their views on the Proposed Plan through a formal consultation.
  • Prepare examination papers

    September 2026

    Following the consultation on the Proposed Plan the Park Authority will consider the views of the public and prepare documents for examination. This may include modifications to the Plan.
  • Examination

    September 2026

    February 2027

    During this stage a person appointed by Scottish Ministers will independently examine the Proposed Plan, considering any issues raised during the formal consultation that have not been resolved through modifications. Once the examination has been completed the appointed person will prepare a report setting out and giving reasons for their conclusions and recommendations..
  • Modify Proposed Plan

    February 2027

    April 2027

    Once the examination report has been received by the Park Authority it will need to make any modifications recommended by the appointed person to the Local Development Plan.
  • Adopt Local Development Plan

    May 2027

    June 2027

    Once the recommended modifications have been made to the Local Development Plan it may be adopted by the Park Authority. Once adopted it will constitute part of the Development Plan and alongside National Planning Framework 4 will be the basis against which all planning applications are determined within the National Park.
